  3.     America shares with Viet Nam the responsibility for
  4. destabilizing Cambodia (WORLD, Oct. 9). North Viet Nam used
  5. Cambodia as a base for subversion against South Viet Nam,
  6. providing Americans with a pretext for bombing Cambodia. The
  7. saturation bombings radicalized opposition to the U.S.-backed
  8. Lon Nol regime and paved the way for the rise of the xenophobic
  9. Khmer Rouge. Now the U.S. should seek expulsion of the Khmer
  10. Rouge from the U.N. and declare Prince Norodom Sihanouk the sole
  11. leader of Cambodia. Viet Nam should ask its surrogates to step
  12. down and accept the leadership of Sihanouk. The Khmer Rouge
  13. leaders ought to be tried by an international tribunal for mass
  14. murder of innocent people.
